Key Assignments

  • Department of Education, Training & Employment: Led numerous successful projects for executive leadership of the Department since 2009, including the International Education Review, the Business Case assessments for Early Childhood Centres and the VET sector industry analysis for the Minister. Previously led the VET Strategy support in 2013, and Transformation support and planning for the establishment of TAFE Queensland – across Strategy/Governance/Assets/ICT/Risk/Finance and Human Resources disciplines. This work enabled the establishment of a $1B entity, to enter a contestable training market place. Also supported TAFE Queensland on their cyber security agenda.
  • Department of Education, Training & Employment: Led projects including the infrastructure investment and program governance review covering an $8.5B asset investment portfolio, plus the associated asset strategy review. Also led other projects including an ICT controls review across the portfolio, numerous Internal Audits for DET and Gateway Reviews for ICT projects.
  • Queensland Health: Led regular IT benchmarking programs for Queensland Health. Led shared services and human resources reviews for the QH system manager, ensuring the system manager was enabled to effectively support the establishment of the new state- wide hospital network. Led lean, change management and analytics advisory support into the reform program centre of QH. Led the risk appetite development for QH leadership for the state-wide system. 
  • Premier and Cabinet’s Whole of Queensland Government Shared Services Review: Was lead director for the Queensland Government Shared Services Management Review in 2010, across all departments, delivering major reform recommendations, which were endorsed and implemented through the Premier and Cabinet.
  • Department of Housing and Public Works: Led an engagement to carry out market sounding and develop an options assessment, in support of DHPW's contestability agenda. This included close consultation with key industry players to gather information that can be used to support government decision-making regarding a future model for the delivery of the motor vehicle fleet currently managed by QFleet. Led business model reviews and transformation support for departmental leadership. Led the establishment of performance measures for core services across the QSS portfolio.
  • Queensland Treasury and Trade: Led the Major Information Technology projects, plus a business case and risk review. Developed an ICT strategic plan within OSR, plus delivered ICT, business model and SPER reviews to help optimise government investment.
  • Department of Community Safety: Led a six-month program delivering a business risk and readiness assessment, plus a business case and roadmap for the $200 million DCS HR/ Payroll Solution Program.
  • Department of Communities: Led an enterprise review of third-party related risks and opportunities across the state.
  • Department of Local Government and Planning: Led a project in supporting re-alignment of their strategic business planning processes to enable financial sustainability. Enabled the successful delivery of a 12% cost base reduction, inside three months, with no service degradation. Led the strategic planning processes for Building Queensland.
  • Department of Justice and Attorney General: Led a review and provided performance improvement support for the SPER operation, to control and mitigate risk for an expanding base of more than $750 million of state debt. Led a process and risk optimisation review for a core front-line correctional service, delivering a business case underpinned by investment management.
  • Queensland Rail/QR National Separation Program: Led ICT support to the Separation Program, plus future state Service Delivery model development for Corporate Services in QRN. Led IT strategy development and implementation support for QR and a Data Governance Review and Future Model establishment.
  • Translink: Led the independent sourcing support and risk management advice to the Translink Board on the Contact Centre Re-Procurement project. The service provision was successfully transitioned to a new provider, with enhanced value and performance.
  • Port of Brisbane: Led the Buy-Side ICT Due Diligence for the sale of a state-owned asset.
  • Residential Tenancies Authority: Provided on-going independent and objective advice to the RTA Board regarding a major transformation program including a review of the business case, cost and benefit analysis, overall program approach and risk management.
  • QUT: Led the sustainability and improvement review of a number of student-facing services, plus key systems selection process. Supported delivery of other partners in the QUT Re-Imagined Enterprise Transformation Program.
  • University Southern Queensland: Led the strategic asset management and risk review for USQ.
  • University of the Sunshine Coast: Won and established the strategic internal audit relationship for the Board, enabling the provision of a range of broader advisory services.
  • Moreton Bay Regional Council: Led internal audit of support services in a multi-sourced model.
  • SunWater: Led enterprise-wide business process and systems reviews for SunWater leadership and led an enterprise-wide risk review.
  • Energex: Provided expert advice and change management support to the IT and sourcing enterprise-wide change program.
  • Queensland based water utility: Led a procurement review and ICT entity establishment work from 2010 onwards in a state water retail entity.
  • Queensland State Water Reform Program: Led delivery of ICT support to the state-wide water reform program.
  • RACQ: Led IT assessments for the planned changes to the RACQ and RACQI business models.
  • Suncorp: Led ongoing outsourcing support and expertise to a co-sourced internal audit agreement across the Suncorp Group, highlighting key risks and improvements for action by Group leadership.
  • BOQ: Led ongoing sourcing advisory support and value-based assessments for BoQ leadership.
  • Super Retail Group: Led an engagement providing strategic management advice and risk support on a critical business systems change, process mapping, requirements gathering, RFP development, evaluation and business case support. Also led an engagement to enhance the capability and performance of the internal consulting team, plus the more recent major supply chain optimisation program for SRG leadership across all brands and businesses in APAC.
