BDO was engaged by the Department of State Development and Infrastructure (DSDI) to develop a Detailed Business Case (DBC) for the Australian Battery Industrialisation Centre (ABIC), a collaborative initiative between the Australian Government and a University Consortium.

The ABIC is envisioned as a pivotal common user facility that bridges academia and industry to strengthen Australia's battery sector. This initiative aligns with broader objectives to propel Australia towards a sustainable energy future, playing a crucial role in advancing the country's clean energy transition and aiding both State and Australian Governments in achieving their emission reduction goals.

The Queensland Government has earmarked a substantial $100 million investment for the ABIC, subject to the outcomes of this DBC, with additional funding commitments for national battery standards and industry growth. The ABIC is strategically located in Southeast Queensland as part of a broader 'hub and spoke' model to streamline coordination across the battery manufacturing supply chain, connecting regional facilities, industrial hubs, and interstate universities. It will focus on alternative battery technologies initially, with potential for future expansion. The partnership aims to support the manufacture of innovative battery technologies and build a skilled workforce for Australia's transition to cleaner, renewable energy solutions.​

BDO's role

BDO played a critical role in managing relationships with local, state, and federal governments, as well as collaborating with the University Consortium, throughout the development of the ABIC. Our team led the financial modelling efforts, incorporating various sources and uses of cash from benefactors such as the Queensland Government, the Australian Government, and the University Consortium.

This involved valuing land and modelling the cost of construction, ensuring accuracy and alignment with the project's objectives. Additionally, BDO worked closely with stakeholders to develop a robust business case that supported the ABIC's role in advancing Australia's clean energy transition and meeting national energy goals, drafted utilising the Queensland Treasurys Project Assessment Framework and developing all the chapters associated with it. Our comprehensive approach to financial modelling and strategic advisory contributed to the successful planning and implementation of this transformative project.​
