Advisory services for various Queensland local and State Government property transactions

BDO has been engaged by Queensland local and State Government bodies on many occasions to deliver transaction advisory services including tender evaluations for various property transactions. These engagements have included: ​

BDO's role

Across these various property transactions, BDO:​

• Reviewed and evaluated project feasibility, assumptions, and payment methods in both conforming and non-conforming responses, involving market research, cost assessment, expected project value, payment timing, structure, financial risks, and respondent assumptions
• Assessed the certainty of funding including level of commitment of debt and equity funding and the creditworthiness and capacity of these sources, as well as assessed the level of due diligence that had been completed by the debt providers/investors and any risks that may have impacted the availability of finance.​
• Provided commentary on the relative merits of each Respondent’s proposal in relation to project feasibility and availability of finance
• Provided commercial advice including financial modelling as required, to inform the client’s negotiation with the preferred proponent​
• Assisting the client with preparation of tender documentation and evaluation reports
• Provided support to the client in contractual negotiation processes, specifically in relation to development agreement contract structures.​

Project outcomes

These engagements provide us with a robust understanding of EOI processes and transaction negotiations for land development with State Government agencies, such as Economic Development Queensland (EDQ). The engagements show demonstrated experience delivering the advisory services required for Carter's Basin The Spit on numerous projects. Furthermore, they reflect our strong experience in transaction advisory under development agreements.
