Project description
The Queensland Government committed to a 30 per cent reduction in emissions (below 2005 levels) by 2030, and a net zero emissions target by 2050. Decarbonisation in the public transport space was identified as playing an important role in achieving these targets. Currently, there are c.2,600 diesel and compressed natural gas buses in South-East Queensland contributing to emissions of greenhouse gas (GHG). In alignment with the State government’s net zero commitments, the Government pledged to only procure Zero Emission Buses (ZEBs) from 2025.
BDO's role
Initially, BDO was engaged as financial and commercial adviser to DTMR and Translink to:
- Provide commercial advice in relation to procurement, delivery, and operating models for a range of assets including the bus fleet, depots, local renewable energy and storage, charging infrastructure, and PPAs
- Assist with the development of procurement materials
- Cost and risk modelling to assist in option and project evaluation, and in forward planning and budgeting.
Subsequently, BDO was engaged to develop the Benefits Realisation Plan (BRP) to effectively identify and manage the achievements of benefits for the Transition to Zero Emission Buses Project. The BRP is a strategic document outlining the approach, actions, resources, and timelines necessary to manage the benefits during the Zero Emission Buses Project lifecycle.
