Project description
BDO supported the development of a business case to replace SARDI’s 40 year-old Coastal Research Vessel, MRV Ngerin, with a modern diesel-electric Coastal Research Vessel. The new vessel is intended to meet growing demand for coastal and offshore marine research, support emerging industries and maintain South Australia’s leadership in marine science.
The business case was developed to secure co-investment alongside existing Commonwealth funding and was informed by stakeholder consultation and financial and socio-economic analysis.
BDO's role
BDO was engaged as the strategic, financial and economic advisor to the project. As part of the engagement BDO:
- Incorporated findings from stakeholder consultations to shape investment objectives.
- Aligned proposal with key marine science priorities across state, national, and international levels.
- Delivered financial modelling and cost-benefit analysis across different timeframes to assess long-term value.
- Evaluated vessel design options and associated risks to identify the most suitable solution.
- Prepared the business case in line with government investment guidelines to support funding decisions.
Project outcomes
BDO worked closely with stakeholders to deliver a business case that identified a preferred vessel option that meets long term operational and strategic needs. This ensured continuity in marine research infrastructure through financial and socio-economic analysis.
In June 2025, the State Government announced co-funding for a replacement coastal research vessel, as part of a joint $44 million investment with the Commonwealth Government.
