Project name: East Brisbane State School Detailed Business Case
Project description
Following an understanding that the future plans for the Gabba would not allow for East Brisbane State School to remain at its current location beyond December 2025, the Department of Education (DoE) commenced working with families, students and staff to identify a solution that meets the long-term needs of the local area.
Upon completion of a thorough options analysis by BDO, DoE sought analysis of a singular option using a bespoke ‘sprint’ Detailed Business Case, focused on implementing a successful infrastructure solution for start of school 2026. The focus of the DBC is development of the project and its cost, risk, procurement methods, delivery model, constructability, and an implementation plan of all steps necessary for a successful school commencement in 2026.
BDO's role
BDO project managed the development of the Primary Schooling in East Brisbane Options Analysis, allowing us to commence DBC work on the project immediately upon our engagement. BDO was engaged by DoE to prepare a detailed business case for one option, with a focus on a successful infrastructure solution for start of school 2026. The bespoke ‘sprint’ detailed business case comprised of:

- Delivery model analysis
- Cost and risk
- Financial and commercial analysis
- Economic analysis
- Implementation
- Scheduling.
Project outcome
The project demonstrates BDO’s experience to deliver business case management services for Queensland Government projects over $50 million, including project management, financial, commercial and economic advisory services delivered in accordance with the BCDF. Additionally, as BDO was selected to perform the DBC as a follow-up engagement, this demonstrates the quality of services delivered.
