Project description

In March 2022, the Queensland Government released Queensland’s Zero Emission Vehicle Strategy 2022-2032 and the first Zero Emission Vehicle Action Plan 2022-2024. This strategy aims to create a cleaner, greener transport future while making sure the energy network can support the transition to zero-emissions vehicles. This procurement project will enable DTMR to meet the commitment that from 2025 all buses added to the South-East Queensland Translink fleet will be a ZEB.​

BDO's role

BDO was engaged to provide financial and commercial advisory services to assist with the procurement of the project. As part of the project, BDO:​

  • Worked closely with Translink to evaluate different procurement packaging and bundling options, including for bus and battery providers, renewable energy providers, depot design and construction contractors, and electrical charging infrastructure providers​ 
  • Assisted in reviewing, updating and running the cost model for the project​
  • Assisted to review and update the risk register and updating the associated risk modelling​
  • Provided advice on various commercial matters, including liquidated damages, guarantees, and local content​
  • Prepared financial and commercial evaluation criteria for each package / bundle to support the expression of interest and invitation to offer phases.​

Project outcomes

Our work has supported TMR to continue to progress the transition to ZEBs, underpinned by solid financial and commercial advice providing them with insights and understanding.
