Project description
The Cooktown MPHS Redevelopment involved a complete redesign and reconstruction of the existing Cooktown health campus, to enable TCHHS to better meet current and future health needs for the community and the region.
Torres and Cape Hospital and Health Service led the preparation of a detailed business case to assess the options, costs, and outcomes of the redevelopment.
BDO's role
BDO was engaged as the financial, commercial, economic, and workforce adviser to the project. As part of the engagement, BDO:
- Conducted a delivery model analysis using a multi-criteria assessment to determine the preferred procurement and project delivery approach
- Collaborated closely with the HHS in developing and understanding the activity projections and infrastructure requirements for the proposed facility
- Developedan activity linked workforce projection and operations cost projection, to quantify the future operations of the proposed facility
- Conducted a workforce analysis to determine the future workforce in alignment with relevant models of care
- Developed a risk-adjusted financial model to combine capital and operating project cash flows with capability to assess sensitivities and alternate scenarios, and probabilistic risk modelling
- Conducted affordability analysis to determine the initial and ongoing funding requirements, and the potential funding sources
- Delivered qualitative economic analysis for the redevelopment.
Project outcomes
In going above and beyond, we collaborated with TCHHS in relation to activity planning and service delivery, to ensure they can provide us with these critical inputs to our work, but also to assist them with ensuring the business case reflects the service need and the solution reflects the requirements. We are confident our modelling and analysis will be instrumental in assisting TCHHS to achieve their outcomes and obtain funding for the project.
